This is a bargaining unit position. This is not a (drug) testing designated position (TDP).

This position is located in the Small Business Administration, Office of Field Operations - Region IX, Los Angeles District Office with a post of duty location in Ventura, CA.

The Senior Area Manager is responsible for optimizing the deployment of SBA products and programs throughout the designated market area to achieve negotiated goals and better serve the local Small Business Community

Responsibilities
  • Analyze and evaluate the effectiveness of program operations and resource partner activity in meeting the goals and objectives of the assigned office.
  • Develop strategies to encourage financial institutions to participate in SBA financial programs and events that promote the availability of small business loans.
  • Perform field visits and public speaking engagements to trade, economic development, and business development organizations to promote SBA programs and services.
  • Meet with prospective loan applicants; and encourage participation in SBA guaranteed lending.
  • Establish and maintain meaningful working relationships with key contacts of other Federal, State, and municipal organizations, to collaboratively provide the needed programs and services to small businesses in the area.
  • Lending institution outreach, recruitment or retention; lender, borrower and partner technical training; and/or lender development (relationship building, counseling, assistance and facilitation).
  • The work will also involve the research and analysis of various economic, demographic, and business factors within the local community. With this knowledge, the Senior Area Manager develops and implements various action plans in order to better respond and serve the needs of small businesses in the local service area.
  • Most important, the Senior Area Manager independently develops the annual work plan, which establishes goals and sets standards for program delivery, that will support district and agency goals.

Qualifications

GS-13: One year of specialized experience (equivalent to the GS-12 grade level in the Federal service) obtained in either the private or public sector: planning, organizing and reviewing work; independently researching, planning and coordinating marketing programs to small businesses and future small business owners; researching and analyzing local and regional demographics and statistical data; developing and using various communication techniques, multi-media publications, and special events to promote organizational products and/or services; meeting with representatives of news groups, community organizations, associations, and other media sources to identify specific or unique needs of its members and coordinating presentations to their memberships to advertise and utilize organizational products and/or services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
